The Ministry of Energy and Natural Resources (MENR) has the overall responsibility for energy efficiency policy in Turkey. Within the ministry, this work is delegated to the Electrical Power Resources Survey and Development Administration (EIE). An important multi-stakeholder body is the Energy Efficiency Co-ordination Board (EECB). It was set up in 2007 and has three main areas of responsibility: it prepares national energy efficiency strategies, plans and programmes; it monitors their implementation and assesses their effectiveness; and it steers energy efficiency studies carried out by the EIE (IEA, 2009). In 2009, EIEI, in collaboration with the TCMA, has carried a study on energy efficiency in cement plants in Turkey.
